Australian Senate rejects Kevin Rudd’s climate plan

Australia’s Senate has rejected a bill on the government’s flagship climate change policy for a second time.

Two opposition senators crossed the floor but it was not enough to secure passage of the Emissions Trading Scheme (ETS) to reduce greenhouse gases.

The vote came a day after the opposition Liberal Party ousted leader Malcolm Turnbull, who had promised to back the bill.

Deputy PM Julia Gillard said the bill would be resubmitted next year.

Prime Minister Kevin Rudd had hoped to have the legislation passed by next week’s Copenhagen summit on climate change.

He had secured opposition backing from Mr Turnbull, but his party revolted and replaced him with climate sceptic Tony Abbott on Tuesday.

The Liberals went on to oppose the bill and it was voted down by 41 votes to 33 in the Senate.

‘Calmer heads’

Analysts had suggested Mr Rudd could use the rejection of the bill as a legal trigger for a snap election – after which the bill could be passed at a special joint session of parliament.

Golfer Tiger Woods was to blame for the car crash he was involved in outside his Florida home on Friday but will not face criminal charges, police say.

Maj Cindy Williams from Florida Highway Patrol said Woods was guilty of careless driving.

The golfer was found semi-conscious with facial injuries after his car reportedly hit a fire hydrant and tree.

The incident occurred in the exclusive suburb of Isleworth, in Orlando, at 0225 (0725 GMT).

At a news conference in Orlando, Maj Williams said the golfer had been given a traffic citation for careless driving.

If he is convicted, Woods faces a $164 (£99) fine and four points on his driving record.

‘Satisfied’

She said: “Mr Woods has satisfied the requirements of Florida law by providing his driver’s licence, registration and proof of insurance to us.”

Her colleague Sgt Kim Montes said there was not sufficient evidence for police to issue a subpoena or seek any additional medical information from the golfer.

She added that there were no claims of domestic violence by any individual

U.S. sends condolences over Russian train wreck

The White House on Friday sent condolences to Russia after the derailment of an express train running from Moscow to St. Petersburg, which killed at least 23 people and injured dozens of others.

White House spokesman Robert Gibbs said in a statement that the United States is “deeply saddened by the terrible loss of life and injuries.”

“Our hearts go out to the families of those who lost loved ones, and we wish a speedy recovery to the injured,” he said.

Russian authorities said four carriages of the train went off the tracks at 9:30 p.m. Moscow time (1830 GMT) near the town of Bologoye on the border between Tver and Novgorod regions.

The reason behind the incident was not immediately clear, but the state-run railway company said the derailment could have been caused by an act of terrorism.

For 3rd time, Woods cancels meeting with police

The world’s number one golfer, Tiger Woods, has cancelled another meeting with state law enforcement officials, regarding Friday’s car accident. It’s the third time he’s declined to speak with authorities.

Woods posted a statement on his Web site, saying the accident was his fault. But the statement failed to address the lingering questions on the details of the crash that sent him to hospital. Woods said it was a private matter, and that he wanted to keep it that way. The statement was posted about an hour before state troopers were to meet with Woods at his home just outside Orlando, Florida.

Gunman kills four police officers in Washington State

A gunman has shot & killed four police officers, at a coffee house in the US state of Washington. Three men and one woman were killed in the attack about 50 kilometers southwest of Seattle.

The officers were catching up on paperwork at the beginning of their shifts, when the attack happened Sunday morning. Police are looking for a male suspect who fled on foot, but haven’t ruled out the possibility of an accomplice. Police, said the attack was clearly targeted at them because victims were in marked patrol cars and in uniform.

Swiss voters reject ban on weapons exports

Swiss voters overwhelmingly rejected a proposal to ban exports of weapons and other war materials in a referendum held on Sunday.

Official results show 68.2 percent of voters against the initiative and 31.5 percent for with a turnout rate of 53 percent, the official Swissinfo.ch news website reported.

The proposal was launched by a broad coalition of peace groups and centre-left political parties.

However, the government and a majority in parliament recommended a no vote, saying approval would cost thousands of jobs and jeopardize the country’s defense capacity.

It is the third time since 1972 that a similar proposal has been rejected by Swiss voters.

Last year Swiss weapons exports stood at a record 722 million Swiss francs (about 716 million U.S. dollars) to more than 70 countries, but sales dropped nearly 5 percent in the first half of this year, according to the report.

China giant pandas safely arrive at new Australian digs

Giant pandas Wangwang and Funi have arrived in Australian’s southern city of Adelaide. They received a warm welcome with gifts of bamboo from state and zoo officials.

Twelve life-size panda figures lined the runway at the Adelaide airport. Local residents waiting for their arrival hold a “Welcome” sign and branches of bamboo.

The pandas get a police escort to their new home at the zoo.

Zoo CEO Chris West says the pandas will be in quarantine at the zoo for 30 days, but will be visible to the public when their exhibit opens December 14th.

The Adelaide Zoo built a 10-hectare natural enclosure for the two pandas. It includes bamboo plants and refrigerated rocks to keep them comfortable during Adelaide’s hot summers.

The zoo is promoting their newest attractions, with posters and signs with Wangwang and Funi on them. The souvenir shop has all kinds of panda toys.
